أصحاب السعادة:
ينعقد اجتماعكم الموقر في وقت يستمر فيه معمر القذافي في ارتكاب مجازر دامية ضد الشعب الليبي، وتستمر قواته المدججة بكافة أنواع الأسلحة بمحاصرة المدنوحرمان سكانها من جميع الإمددات الأساسية، وإخضاع الليبيين لشتى جرائم الإرهاب والتقتيل، وتقوم قواته باختطاف المدنيين الأبرياء. يتم هذا بالرغم من صدور قرارمجلس الأمن رقم 1973، الذي يقضي بضرورة الوقف الفوري للحرب التي يشنها معمر القذافي ضد الشعب الليبي، وبضرورة اتخاذ كل الإجراءات لحماية المدنيين، وضرورة الاحترام الكامل والاستجابة للمطالب المشروعة للشعب الليبي.
إن المجهود العسكري الذي تقوم به قوات التحالف، قد أدى بالفعل إلى تحقيق جزء من أهداف قرار مجلس الأمن الدولي، وعلى الأخص فقد أدى إلى فرض حظر جوي يمنع القذافي من الاستمرار في استخدام القوات الجوية في ضرب المدن ومن استعمال الطيران لجلب المرتزقة، كما أدى إلى منع القذافي من الاستمرار في ارتكاب مجزرة رهيبة في مدينة بنغازي. هذه كلها جزء من النتائج التي حققها المجهود العسكري، وهي نتائج ينبغي التنويه بها. لكن ينبغي القول أن أهداف قرار مجلس الأمن لم يتم بلوغها بصورة كاملة؛ فما زالت قوات القذافي تهدد المدنيين في عدد من المدن الليبية، وما زالت قواته تقصف المدن وتقتل المدنيين الأبرياء، وما زال آلاف من المختطفين تحت قبضة القذافي ولا يُدرى عن مصيرهم شيئا. إن هذا كله يستدعي استمرار المجهود العسكري وتكثيفه ضد قوات القذافي حماية للمدنيين، وتمكينا للشعب الليبي من مواجهة إرهاب قوات القذافي، وتوصلا إلى الاحترام الكامل والاستجابة للمطالب المشروعة للشعب الليبي. وغني عن القول بأن التوقف سيؤدي إلى نتائج كارثية ليست على الشعب الليبي فقط ولكن على دول منطقة الشرق الأوسط والبحر الأبيض المتوسط، كما سيؤدي إلى نتائج غاية في الخطورة على دول العالم كله.
أصحاب السعادة:
إن الشعب الليبي يرنو إلى يوم قريب يتخلص فيه من حكم القذافي الذي جثم على السلطة أكثر من 41 عاما، ويتطلع إلى تحقيق رغباته المشروعة في إقامة بنيان الدولة الليبية على أسس دستورية ديمقراطية تصون التعددية السياسية والاقتصادية والثقافية، وتكفل التداول السلمي للسلطة، وتحقق النماء والتقدم، وتعمل على التعاون الإقليمي والدولي بما يحقق تنمية الأمن والسلام الدوليين، ويرسخ التعاون بين الأمم.
لهذه الغاية يقدم الليبيون تضحياتهم التي شهدها العالم ويخوضون معركة حاسمة يبذلون فيها الغالي والرخيص. لتمكين الشعب الليبي من بلوغ هذه الغاية نأمل أن تستمر المجهودات الدولية وتتكثف من أجل التنفيذ الكامل لقرار مجلس الأمن الدولي رقم 1973 نصا وروحا.
إن شعبنا الليبي لن ينسى أبدا المواقف الشجاعة المبدأية التي تقفها الدول الصديقة إلى جانبه في هذه المحنة.

Memorandum to the London
Summit for Coalition Forces

Excellencies:
As your distinguished gathering is meeting in London, Col. Muammar Gaddafi continues to carry-out his violent crimes and massacres against the Libya people. Col. Gaddafi’s well-equipped troops are entrenched around Libyan citizens carrying out blockades that are preventing the civilians from receiving essential and basic needs. In addition, his forces continue to terrorize, kidnap, and kill the citizens of these besieged cities. All of these crimes continue to be carried out by Col. Gaddafi’s forces despite the United Nations Security Council Resolution 1973, which called upon an immediate cessation of fire and a complete end to violence and all attacks against, and abuses of,civilians; Authorizes Member States to take all necessary measures to protect civilians and civilian populated areas under threat of attack in the Libya, and Stresses the need to intensify efforts to find a solution to the crisis which responds to the legitimate demands of the Libyan people.
The military effort undertaken by the coalition forces, has already led to the partial fulfillment of the objectives of UN Security Council resolution. Specifically the action taken has prevented Gaddafi from continuing his air assault on the Libyan cities, as well as halted his ability to import additional mercenaries from outside Libya. It is a well known fact also that the military action taken by the coalition has prevented Col. Gaddafi’s forces from committing additional massacre in the city of Benghazi. These are all significant and important stepstaken towards the implementation of the UN Security Council resolution 1973, and this is well noted and appreciated by the Libyan people.
It is just as important and critical to clarify that the goals of the Security Council resolution is not yet achieved in full; still Gaddafi forces threaten civilians in a number of Libyan cities, and still his forces bombard cities, kill innocent civilians, and thousands of abductees remain in the custody of Gaddafi’s forces. Due to this situation, it is imperative that the military effort continue against the Gaddafi forces enabling the protection of civilians. These measures need to continue until the legitimate demands of the Libyan people are met. We feel that any reluctance or hesitation in carrying out these actions will lead to catastrophic consequences, not only for the Libyan people, but for the entire countries of the region and entire international community.
Excellencies:
The Libyan peopleaspire to the immediate ending the Gaddafi regime’s 41 year strangle hold on power in Libya. More importantly, Libyans look forward to implementing their legitimate goals of establishing a constitutional democracy that safeguards its human, political, social, and economic rights and liberties. Libyans would also like to establish a form of government that provides peaceful transfer of power,overall development and progress, enables Libya to be a key regional and international contributor to peace, security, and strong bilateral and multilateral relations with all nations.
The Libyan People have sacrificed, and will continue to do so, in its mission towards achieving the above goals. In its role, we hope that the international community continues to support these aspirations of the Libyan people by continuing the full implementation of UN Security Council Resolution No. 1973 in text and in spirit. The Libyan people will never forget the courage and principled positionsarticulated by countries that have stood by their side during this ordeal.
