من وكيف سيقرر المدة المؤقتة للمجلس الا نتقا لي


بسم الله الرحمن الرحيم
السلام عليكم ورحمة الله وبركاته
لقد جذب انتباهي الاسبوع الما ضي قول الاخ عبد الجليل بأن المجلس سيأخد ما يقارب السنة قبل ان يقوم باجراء الانتخابات العامة ، وقد  أكد الاخ سليمان غوقة الناطق الرسمي للمجلس هذا المعنى حيث لوح بان المدة قد تصل الي سنتين.  بالرغم مت أني قد اتفق مع هذه المده الزمنية الا أني أحب أن أنبه بأن الذي لديه الحق في تحديد المدة الزمنية هو الشعب وحده  وليس المجلس.

  فالشعب هو صاحب القرار وهو الذي يقررالمدة التي خلالها يجب علي المجلس الانتهاء من تجهيز الدستور والانتخايات العامة ويمكن للمجلس أن يحصل علي هذا القرار بسرعة معقولة عن طريق الآلية التالية يتم انتخاب 15 من الأعضاء عن كل محلة في جميع مدن ليبيا. وكل عضو من الأعضاءيمثل مجال واحد فقط من المجا لات التالية :-
1)    التربية  والتعليم       
2)    الزراعة
3)    الصناعة
4)    التجارة
5)    الطا قة و الكهرباء
6)    الصحة
7)    العدل
8)    الخزانة
9)    المواصلا ت
10)                      السكن
11)                      شؤون المراة
12)                      شؤون العمال
13)                      شؤون الشباب
14)                      الادارة والخدمة العامة
15)                      التقنية والا تصالا ت

يقوم المنتخبون لكل مجا ل من كل محلة  الالتقاء لمناقشة واقتراح مده زمنية معينة لتجهيز الدستور والانتخابات العامة. ثم تجمع 15 مقترح ويؤخد متوسط هده الاقتراحات علي أنه المدة الزمنية التي يجب خلالها انهاء تجهيز الدستور والانتخا بات العامة.
ومن باب التأ كيد من امكا نية تطبيقها  وان الكا تب لايتكلم من فراغ فمن خلا ل خبرة 16 سنة في مجا ل التقنية والادارة  في كبري الشركات الامريكية والالما نية فقدا طبقت هذه الآلية في كثير من المسائل التي تحتا ج الي قرار شمو لي وجماعي وسريع ومع ذلك يبقي  هذا مجرد اقتراح ونسال الله أن يكون أحد الابواب للوصول الي قرار شعبي حقيقي ويرضي معظم شرائح الشعب ويصب في مصلحة ليبيا

  1. i disagree with what you said,i think the transitional council will be the better judge on the time scale required,i think your comment not useful now,they are trying very hard to work for the libyan people and we all libyans very thankful to them,as you know the transitional council members very profeshional and they have the expertise to do the work,it is not the time to question them at all

AA Arej, I do respect your different opinion, but what I understand from your comment is that the LTC can do a better job than group of professional Libyans who encompass a wider spectrum of the society. I also understand from your comment that the LTC have the right to decide the scale of time needed and NOT the Libyan people (i.e. they can decide whatever they think is appropriate).
    Dear Arej, let me start by emphasizing that I was not questioning them (although we Libyans have the absolute righ to question all public officials because they are our servants and we are the ones who appointed them- i.e. transparency and accountability fundamentals).
    Second, I am very appreciative and thankful for all the hard work they do. Third, my focus was NOT the LTC nor their expertise, rather, it is whose decision it is and who the approving authority should be. The focus is also on the process through which such decision/approval can be achieved and credibility given to the LTC's initiatives.
    Final point, if we are not allowed to question our public officials and provide feedback on our responsibilities and right, then why did Libyan people revolt on Feb 17 ????
